Sizes run smaller than true size

These shoes are WAY smaller than the sizes indicate, I'd say at least 2 sizes. When I called to discuss a return, I was told I'd have to cover the shipping and a 12% restock fee AND that "it is clearly indicated on the main page of the website that sizes run small." NO WHERE on the main page or the specific item page does it indicate that sizes run small nor does it have a size chart to make comparisons. Additionally, the boot looks to be of decent quality in the picture, but when I received them, they are flimsy pleather type material that won't even stand up on their own. Will not withstand many wears at all. Again, I was told "we are a costume store, our items are not made for everyday wear." While I understand this is a costume store, no where does it state that items are made of super cheap quality and won't last long , which is not what I'd expect if I'm paying $30+ for kid's boots. Very disappointed!
